Hawaii's House Bill 1925, which would have authorized the state department of education to establish a climate literacy certificate program, died in committee on March 27, 2026, when a deadline for bills to pass out of committee expired.
As introduced, the bill would, if enacted, have required the state department of education to "establish a climate literacy certificate program to prepare high school students in addressing the economic and social impacts of climate change." As revised by the House Education Committee, the bill would only have authorized the department to establish such a program.
House Bill 1925 passed the House on March 6, 2026, as NCSE previously reported. Senate Bill 2473, identical to House Bill 1925 as introduced, previously died on February 19, 2026, when a deadline for bills to pass out of committee expired.
