A pair of environmental literacy bills introduced in Congress again

The Green Ribbon Act of 2026, introduced in the Senate as S. 4914 on June 24, 2026, and in the House as H.R. 9467 on June 25, 2026, would, if enacted, "strengthen and expand the Green Ribbon Schools Programs at the Department of Education," including by encouraging and recognizing environmental literacy in formal and informal learning institutions.

In a June 25, 2026, press release, the Senate bill's lead sponsor, Cory Booker (D-New Jersey), explained that the bill would help "more schools — especially in underserved communities — adopt sustainable practices that improve air quality, reduce energy costs, expand environmental learning opportunities, and create healthier environments where students and communities can thrive." NCSE is among the organizations to have endorsed the Green Ribbon Act.

S. 4914 is sponsored by Booker and four of his colleagues in the Senate and is now with the Senate Committee on Health, Education, Labor, and Pensions, while H.R. 9467 is sponsored by Jahana Hayes (D-Connecticut) and four of her colleagues in the House and is now with the House Committee on Education and the Workforce.
